Applications of interest are being accepted for our Chief Regional Coordinator vacancy in VDEM's Region IV. The Chief Regional Coordinator will plan, provide oversight, implement and manage all aspects of regional operations. Direct all programmatic, fiscal, personnel and operational activities within the region. Responsible for providing overall supervision of the regional staff, to include but not limited to Response and Recovery Officer, Hazardous Materials Officer, and All-Hazards Planner. Serve as subject matter expert and regional point of contact responsible for establishing and maintaining effective partnerships and serve as a liaison to the local jurisdictions and to regional, state, federal, and non-government organizations within the region providing direct access to the full array of services and assistance offered by VDEM. Serve as the first-level of response during an incident within the region and support recovery operations. Ensure maintenance of 24/7/365 situational awareness throughout the region for potential and/or actual threats, incidents, or disasters both natural and manmade. Ability to serve as a regional spokesperson. Ensure regional plans are up-to-date and the effective use of emergency preparedness grant funds allocated to the region. VDEM's Region four extends east from Lee County to the counties of Giles, Pulaski, and Carroll as well as the City of Radford. The regional office is located in the Town of Marion in Smyth County.
All VDEM employees have a Virginia Emergency Support Team (VEST) assignment and are designated as essential personnel. Employees may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may also include duties other than those specified in the employee's official Employee Work Profile/job description.

## Minimum Qualifications
Considerable knowledge of the role of the state, local and federal governments in emergencies; emergency response programs, policies and procedures; federal and state program regulations. Working knowledge of supervisory principles/practices and agency budget processes. Knowledge of needs assessment and program methodology. Demonstrated proficiency in adult methods of instruction. Considerable skill in the use of computers, Microsoft Office and various software. Excellent interpersonal, verbal, and written communication skills with all levels of staff, general public, and public officials. Skill to build rapport, consensus and collaboration among diverse public safety professionals and various stakeholders. Demonstrated ability to analyze and evaluate the effectiveness of local emergency management programs. Direct planning, safety and field operations activities; accurately assess potential emergency situations; recommend solutions and make decisions in high stress environments; interpret state and federal regulations; and adapt to fluctuations and changes in program activities. Valid driver's license and satisfactory driving record required.
## Preferred Qualifications
Bachelor's Degree from an accredited college or university in Liberal Arts, Business Management, Public Management, physical or social sciences or a related discipline; Master's Degree is highly preferred. An equivalent combination of training and experience may substitute for a degree. Completion of the FEMA PDS and APS series desired. Completion of Emergency Vehicle Operations Course (EVOC) or ability to complete the course within the first month of hire is preferred.
## Special Requirements
Salary commensurate with education and experience. The selected candidate is subject to a background investigation including fingerprint-based criminal history; Division of Motor Vehicles; consumer credit employment verification and degree verification. The incumbent will be required to complete a Statement of Economic Interest. A one-year probationary period is required of all newly hired and re-hired employees. This position is restricted due to funding sources. This will be a dual incumbency role for training of selected new hire lasting for approximately 30 days.
