# Position Information

Job Description
The Virginia Department of Transportation Fredericksburg District is seeking a licensed Professional Engineer to provide management, leadership and direction for the District Location and Design Section. Oversee the production of roadway plans in support of program delivery. Supervise and train team members. Maintain strong skills in new design technology and construction methodology.
* Communicates organizational mission, values and goals. Keeps employees and other managers informed. Develops and establishes review and control systems to assist in achieving goals and results. Supports and is engaged in agency's emergency response program components, including sharing of resources when appropriate.
* Establishes goals. Develops program plans and milestones. Assigns priorities. Develops policies and procedures. Projects budget requirements and allocates available resources.
* Reviews program quality and progress toward achieving goals and program results on a periodic basis. Takes corrective actions to maintain work progress on schedule, improve employee performance or modify program goals or operations, as appropriate.
* Reviews costs, manages fiscal resources and maintains control over assigned Department resources and assets. Models and effectively communicates strategies that demonstrate restraint in cost management - including pay practices, procurement options, and work process scheduling and delivery. Supports the intent of Executive Order 20 (2014) and the goals of the Agency Procurement Plan when making vendor sourcing decisions for goods and services.
* Selects, assigns and develops employees. Delegates and assigns work. Provides frequent, constructive feedback and evaluates employee performance. Performance issues are addressed timely, and appropriate corrective actions taken when necessary and documented. Administers human resource management programs established by the Department. Ensures the application of EEO principles and adheres to EEO requirements in daily performance of duties. Effectively manages lost time by managing leave usage and utilizing practical return to work programs for work and non-work related injuries/illnesses. Complies with FLSA and Department overtime practices.

## Minimum Qualifications
Progressively responsible managerial experience demonstrating administrative, managerial and leadership principles and practices; experience in roadway construction methods, standards, specifications and materials; experience applying civil engineering principles related to roadway design and standard design technical knowledge; experience applying roadway safety measures impacting roadway standards and special designs; skill in effective communication, both orally and in writing, with diverse groups; experience in leadership coaching, counseling, training, development and effectively planning and scheduling work of diverse teams; experience building networks and relationships with employees from other divisions, field personnel, contractors, manufacturers and FHWA representatives; skill in managing the delivery of exemplary customer service by self and others.
Valid Professional Engineer's license. Valid driver's license.
## Preferred Qualifications
Project Management Professional (PMP) certification. Degree in civil engineering or related field.
## Special Requirements
Fingerprint based background check, references, work history, Professional Engineer License and DMV records check will be conducted. A valid Professional Engineer License in Virginia or eligible for transfer to Virginia. All employees are required to work in emergency situations, to include weekends, holidays, and after normal business hours; assignments may vary based on business needs.
